The Special Projects and Data Coordinator reports to the Chief of Youth and Family Success at the City of Cleveland. The Special Projects and Data Coordinator will support the Youth and Family Success portfolio/cluster with data analysis, mapping, priority projects, and administrative support as needed. The Special Projects and Data Coordinator will assist the cluster in defining and implementing data analytics initiatives that demonstrate the cluster’s progress and success. They will oversee data strategy, collection, and analysis of reports for Youth and Family Success core programming and initiatives, including but not limited to department programs and services, as well as cross-department and system-level initiatives. They will research best practices and collect and present data for key decision-making and reporting. This role requires proven experience and an understanding of cluster and sector-based trends and needs, an ability to use analytical tools and methods to gain insights from data, and the communication skills required to present the data in an easily understood and appealing manner.

Examples of Duties

Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program’s operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.

Minimum Qualifications

A High School Diploma or GED is required. A Bachelor’s Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver’s License is required.

Supplemental Information

Key Projects:
  • Provide research and data support to special projects, including but not limited to Cleveland Thrive, and the Municipal Cabinet for Children and Youth.
  • Develop and monitor standardized data reporting and analysis practices.
  • Lead the development of processes, data reporting, and impact improvements.
  • Lead and facilitate cross-department, external, and peer teams for special projects.
  • Implement other special projects as assigned.

Essential Duties & Job Functions:

  • Leverage information from a variety of sources to identify areas for improvement and deliver actionable insights using data.
  • Create surveys and compile reports for programming and services.
  • Research and writing.
  • Assist staff with data collection, analysis, and presentation.
  • Complete and monitor special projects from conceptualization to completion, including helping to create project roadmaps, project plans, and other required documentation.
  • Provide administrative support as needed.
  • Collaborate with Urban AI and external partners to ensure compliance.
  • Support the planning and execution of events.

Qualifications:

  • A bachelor’s degree in economics, statistics, public administration, public policy, business, or a related field.
  • Demonstrated experience in research, data, and analysis (analysis, information science, data visualization, or other relevant quantitative fields).
  • Ability to thrive in a project-based, team environment.
  • Demonstrated ability to apply knowledge and resources for the improvement of programming and services.
  • Proven self-management and team-management skills.

Preferred Qualifications:

  • A master’s degree or higher in public administration, public policy, or a related field with 5 years or more experience in data analysis, public policy, non-profit leadership, or a similar role.
  • Familiarity with best practices, continuous improvement, and program development literature.
  • Familiarity with ArcGIS.
  • Experience working with broad groups of both grassroots and grasstops organizations.
  • Experience working with large datasets and reporting or visualization tools, ability to tell a story using qualitative and quantitative data.
