Purpose of Classification:

The purpose of this classification is to is to be responsible for assisting low-income individuals and families with their home energy assistance applications, ensuring they receive the necessary financial support for their utility bills. They also provide intake services, conduct interviews, and ensure applications are processed accurately and efficiently using electronic databases. The work is performed under the general supervision of a higher-level administrator with wide leeway allowed in the exercise of independent judgement in planning and carrying out the work of the position. Supervision is exercised over the work of site personnel. Does related work as required.

Essential Functions:

Provides supervision, guidance, and professional development opportunities for site staff to ensure high-quality service delivery.

Reviewing intake processes, verifying eligibility, and ensuring compliance with HEAP regulations.

Completes face to face HEAP interviews with customers as needed.

Follows all guidelines, procedures and policies and ensures staff follow all HEAP guidelines.

Prepares and turns in all reports in a prompt manner. Adheres to all agency and department policy and rules.

Reviews client files for compliance and integrity.

Exemplifies and models the spirit of excellence.

Fosters a positive organizational culture and promotes employee engagement and well-being.

Ensure compliance with all relevant laws, regulations, and organizational policies related to energy assistance services.

Additional Functions:

Participates in Continuous Quality Improvement (CQI) process.

Staff Development and Training.

Attends and participates in various meetings, conferences, training sessions, and workshops for professional development and to acquire best practices for enhancing knowledge, skills, and abilities.

Performs other related duties as required.

Minimum Qualifications:

Associates Degree in Business Administration, Public Administration, Human Services, or a related field; supplemented by three years of work experience in human services including supervisory or lead experience, preferably in a social services intake and application processing environment.

Additional Requirements/Conditions of Employment:
Successful results of pre and continued employment assessments including fingerprinting, drug testing, medical examinations and background check(s).
